Are Imf Loans Good Poor Countires Essay A poor country with a weak government is suffering from shortages in terms of financial resources. Most of its population lives below poverty levels, there is high unemployment, low literacy rate, food shortages, no clean water and due to a combination of drought and lack of technology, no crops to export. As if it didn’t have enough problems, the country has debts to pay back to foreign governments, investors and agencies. This is where the IMF, which Easterly calls ‘the world’s most powerful creditor’, steps into the picture. [1] It was originally set up by the West in order to prevent large trade imbalances and unstable currencies. However, it shifted focus and started bailing out poor countries in financial crises. It has had success in helping countries out on a short-term basis. Most of the countries that have benefited from IMF loans are countries that need temporary assistance, do not qualify as ‘emerging markets’ and face difficulties in attracting foreign investors and lenders. For example, the IMF successfully helped South Korea and Thailand during their financial squeezes in the 1980’s[2] . However, there are problems in terms of the long-term development of countries which rely on the IMF. Easterly begins his article by describing a meeting between the IMF and the minister of finance and economic development of Ethiopia. At the meeting, the IMF set out several conditions that the government of Ethiopia would have to satisfy in order to receive assistance and most importantly, pay back their loans. The problem with the conditions was that they were at times contradictory and unrealistic. For example, while stating that it supported the government’s food security program, the IMF also told the finance minister that he would have to be careful that the program did not endanger ‘macroeconomic stability’.[3] How macroeconomic stability could be achieved in a country where most of the people are starving is a mystery. Other conditions that the IMF places on countries include getting them to agree to financial programs which reduce government spending and inflation, limit excessive money printing, increase taxes and put in place austerity measures. Through such strict conditions, the IMF has therefore accomplished very little when it comes to promoting long-term development. The conditions have been too intrusive into government policies. Easterly argues therefore that there is an association between â€Å"IMF involvement and the most extreme political event: state collapse†.[4] This is caused by the involvement of the fund in domestic politics. By ‘forcing’ governments to carry out social cuts such as reducing subsidies on basic goods, the proposed IMF measures create riots and political and social instability. The article demonstrates that out of 8 countries that collapsed or failed, 7 had spent a high share of time ranging from 46 to 74 % of the decade before the collapse on IMF programs. This shows that the IMF measures are often too difficult to comply with and their ultimate success is limited. The author therefore suggests that the countries that ultimately collapsed would have probably been better off without IMF involvement.[5] This is because such countries have far greater problems than the IMF can fix. However, despite this, the IMF never turns a country down even if it fails its programs several times. The author gives the example of Sierra Leone which went into civil war after participating in an IMF program and then returned into the program and failed again, this time requiring UN intervention to protect its population from genocide. He suggests therefore that the IMF should have left it alone in the first place and not intervened. Trying to help was according to Easterly, clear evidence of the ’Planner’s mentality’.[6] However, one might ask what would happen if the IMF did not intervene in such a case? Easterly ´s suggestion of leaving the country alone would lead to the struggles of the people being ignored, genocide would occur and the country would sink into further poverty. The result would be over-reliance on aid, more refugees escaping to struggling neighbouring countries and a low literacy rate which would affect future generations. Perhaps therefore the solution is not for the IMF to turn a blind eye to countries that fail despite decades of following IMF programs. Perhaps the solution is for it to change its strategy and program in order to tailor it to the unique needs of each country. Easterly mentions this as well. He states that not only do the staff at the IMF operate a  ´one size fits all ´ model to all countries, their accounting relies on shaky numbers as evidenced in page 22 of the article. Thus Easterly argues that it is better for a country’s balance to bounce than for it to rely on shaky statistics by the IMF which do not reflect reality. Very little can be achieved if unrealistic goals are set for countries and if their achievements or failings are not measured accurately. Thus IMF loans do not work in the majority of cases. They may only work where a country has some form of reliable government and does not already have many loans to pay back. Getting an IMF loan in such a case is just a temporary measure and the country can pay back without great consequences. In relation to the most poor however, their problems persist so they renew their loans from one change of government to another with little or no prospect of being able to pay back. The IMF stipulates in all its agreements with countries that they need to pay it back before they pay other creditors. However, Easterly argues that by making such a condition, the IMF is actually bailing itself out.[7] It ends up in a situation where it provides new loans to countries so that they can pay it back for old loans. It also drafts the World Bank in to make an adjustment loan as part of the bailout package. This is to no benefit to the country which sinks deeper into the debt to the IMF and still has other loans from other investors to pay back. The IMF calls countries that are dependent on its loans ‘prolonged users’. The definition of a prolonged user is a country which spent 7 out of a 10 year period under an IMF program. The addiction to IMF loans is evidenced by the fact that 44 countries qualify for the definition of prolonged user and half of IMF lending goes to such countries.[8] However, repeated debts do nothing to solve the problem. In1996, the IMF and World Bank decided to forgive part of their loans to the poorest nations. These nations had accumulated loans from not only these organisations but also loans from western countries and other agencies. There was very little chance of them being able to repay the loans and the interest that had accumulated. Such countries were named heavily indebted poor countries (HIPCs).[9] 17 out of 18 of the HIPCs were among the countries receiving above average amounts of IMF and World Bank loans. They had no growth of income or resources. They continued to sink into debt with interest still growing. The forgiving of the debts over a period according to Easterly, only encouraged borrowers to keep borrowing. For example Bolivia and other countries got 100 percent debt relief, but they still made no recovery.[10] Another example is offered by the Argentina disaster set out in the article. Argentina was a star pupil from 1991 to 1999.[11] It had gone through several IMF programs and in 1991, it achieved financial stability. After almost a decade of financial stability, the president who was faced with elections led the wave of public spending and loans from private foreign investors. Financial crisis ensued and the IMF put together a rescue loan plan that included loans from the World Bank, Inter-American development Bank and Spain. In 2001 lenders demanded interest rates from Argentina that were 10 percent higher than elsewhere. The IMF continued to give loans worth several billions to support Argentina so that it could pay its private creditors. However, despite this, Argentina failed to pay any of its creditors back their full amount. Its debt reached 81 billion dollars and it eventually had to make ’take it or leave it offers’ to its creditors who had to accept not getting most of their money back. This supports the argument that loans on their own are not the solution to the poor countries’ problem. They need help to resolve their unique political and social problems. Putting them in debt is not going to assist them as whatever progress they make, they will have to give the money back. Easterly concludes therefore that the world bank which is an aid agency should give countries grants not loans. And the IMF should get out of the business of bailing countries out. It has inadequate knowledge of what is happening at ground level and it was not designed to offer the kind of assistance that poor countries need and the long-term planning their needs require. Thus it would be better for aid agencies to continue their work at grass-root level and to contribute to long-term change.

Reaching . . . Extending . . . Chasing. . . What? This mantra plays through my head and my body like children on a jungle gym, swinging from youthful legs and arms, tearing new clothes, taunting, laughing, bouncing, running, ducking just out of my reach. I am conscious of some message they have to give me, but not yet bowed enough to hear the whispers of meaning between the shouts of proclamation. REACH! I feel like I've been reaching for something for a long time, maybe my entire life. The reach I learned as a baby has certainly kept me exploring new worlds. I consumed books as a child, never satisfied until I found one more tidbit of information on the aardvark or Algeria or Aunt Sue's garden. I did not care what it was, I wanted to know it. But is that IT? Is knowledge of the world what I'm after? I did book reports during the summer because I thought if I could just show the teacher that I was a hard worker, I could hold onto . . . I don’t know. The favored spot in the class? The other students’ approval? My own sense of self-worth? The little girl got to college and couldn't sustain it anymore. No one cared, because everyone else was reaching for IT, too. So, she had to switch races. Reaching for bodily strength was a lot more productive, the fruits (no matter if they were bitter) were screamingly visible. No hiding the results of this race---success! With every step I ran or weight I lifted, my body grew more rigid with tension. I was ready to find IT, and I felt IT within my reach. Thankfully, I did not cross the finish line of this one, for I fear now what I would have found on the other side. Certainly not IT. Three years of my life spent reaching for something that only led to non-life: loss of relationships, loss of health, loss of desire. The only thing I had was schoolwork. I must make up for lost time. So I began to reach for relationships; not just the occasional nice conversation, but absolute emersion in any opportunity to connect with anyone. Seek them out, Heather. Get to know all those people you missed. There's something there worth reaching for, and you’re pretty far behind the others.

Gangnam Style Is a Part of Pop Culture Essay

In the baby boomer generation, That Thing You Do, a single released by The Wonders, fascinated people for a long time. Today, majority of people are interested in Harlem Shake, the very short clips that were uploaded on YouTube by some undefined performers. Last year, 2012 was the year of excitement and entertainment. In every part of the world, Gangnan Style, a single released by a Korean singer called PSY, has turned people to share the common interest in the funny dance moves with the catchy beats. Gangnam Style is a recent popular culture that turns people on in the world. This essay will first illustrate the background of this world phenomenon and then extent to explain why it becomes popular culture. To begin with, Gangnam Style is combination of the fancy dance move and a song that is sung in Korean language. It is sung and danced by Park Jae-sang, who is better known by his stage name, PSY. PSY is a 35-year-old Korean artist, who has been working in music industry since 1999. In July 2012, PSY released his sixth album called PSY 6 (Six Rules) Part 1, which Gangnam Style was included inside this album. No later than a month, Gangnam Style became the most viewed video on YouTube due to the unique dance move that has been entertaining people around the world. The reputation of this pop culture did not stop increasing. In December 2012, it became the first ever video that reached 1 billion views on YouTube. Even though it is sung in Korean, but nobody cares about the meaning of it. In other words, people have been into the dance moves with the catchy beats and careless about the lyrics. In addition, Gangnam Style has influenced on many aspects worldwide such as television; sports; parodies; flash mobs, famous people and technology. For instance, there have been more many flash mobs of ethnic groups over the world. In fact, the first flash mob took place in one of the shopping mall in Pasadena, California. Gangnam Style also gained very positive feeling from noticeable people such as Barak Obama, the President of the US and Jim Yong Kim, the President of the World Bank. However, many people wondered why is the part of popular culture. It is important to note that one thing can become popular culture unless it has 4 characteristics: association with commercial products, development from a local to a global level, accessibility and constantly changing or volving. For one thing, Gangnam Style is considered as a treasure for the businesspeople all over the world due to its popularity. For instance, the famous Korean music company, YG entertainment has sold about 100 thousands of the Gangnam Style records nationally. After it became the most viewed video, PSY earned around $1 million from his YouTube revenue share. Moreover, Apple made Gangnam Style to be available in Itune for the Apple ‘s users to download for a fee of $1. 29. Most important thing is that businesspeople have made a lot of money from selling the concert admission fee that they arranged in many parts of the world. Beside the music industry, some associated companies have made plenty of money from selling Gangnam Style clothes, cups, bags and cartoons. It is not a surprise that there are many dancing schools in the world that teach Gangnam Style dance move. Today, some companies have produced photo editor application that allows users to edit photo of PSY dancing Gangnam Style by replacing his head with their friends’ heads. After put things into consideration, Gangnam Style does have association with many global enterprises. In fact, PSY aimed to release Gangnam Style just to compete with other Kpop artists such as Girls Generation and BigBang. He did not expect this record could become what it is today. Miracle happened! Gangnam Style only took about 5 months to reach the global level. This is not just a record that entertains teenagers and adults but also fascinates middle aged and old aged people around the world. All kind of people cannot stand still when they hear the Gangnam Style music; in other words, they just feel like dancing along the music playback. People seem to feel the same type of enjoyment even if they belong to different cultures. In addition, Gangnam Style appeared on many famous TV shows such as Ellen Show in the US, Strictly Come Dancing Show in the UK and Who Will Become A Millionaire Show in India. There are many Gangnam Style dancing videoes or flash mobs that were uploaded onto YouTube by some ethnic groups in different countries. In December 2012, Gangnam Style made its way to become the number one hit in both Billboard and Itune chart passing over As Long As You Love Me by Justin Bieber. Surprisingly, Gangnam Style also became an international phrase. There are 90% of the world population know what this phrase means. Hence, Gangnam Style is known worldwide. Furthermore, Gangnam Style is extremely accessible compared to other popular culture in the 21st Century. YouTube, a world community that allows people to watch and upload the videos for free of charge, plays an important role in promoting Gangnam Style to be the world phenomenon. There are 1,507,623,962 people who have watched this video on YouTube. In fact, many teenagers and adults watched this video in order to learn the dancing moves of PSY. Additionally, Gangnam Style CD can be found in almost all music stores in the world except North Korea. They can also be bought online. Not onl6 does CD can be shopped online but also other Gangnam Style commercial products such as toys, shirts and bags. PSY has appeared on many world tours with his Gangnam Style single release in many countries such as the United State, the United Kingdom, Korea and French. For instance, to celebrate New Year Eve 2012, PSY was invited to sing and dance at Time Square in New York, The US. Well, it is the fact that people can find Gangnam Style everywhere. Finally, Gangnam Style has been developing to entertain people for all over the world. After Gangnam Style became a success in YouTube, many people started to turn Gangnam Style into an acoustic in order to delight the audiences. In February 2013, a group of the twin sisters called Jayesslee, uploaded their Gangnam Style acoustic version on YouTube. That video became the most viewed acoustic version of Gangnam Style. Until now, this video has 22,847,341 views. Equally important, PSY remixed his Gangnam Style release with many popular songs during his concerts last year. Many people translated and sang the Gangnam Style in their own languages; however, they kept the parts, which said â€Å"Oppa Gangnam Style† and â€Å"Hey Sexy Ladies† to remain original. Most of the time, people are not able to follow every dancing move in Gangnam Style video; therefore, they change some moves beside the equine dancing move to make it more easier to dance. In a consequence, people change the original Gangnam Style into something more interesting and exciting. In conclusion, Gangnam Style taught people an amazing today popular culture. Due to its unique dancing moves with the beats, it became the world phenomenon that fascinates almost every kind of people in the world. People cannot curl themselves from dancing along the music while it plays. After all considerations, we can be surely that Gangnam Style has 4 characteristics of pop culture. In other words, it is a real part of popular culture.

Nice Guys Always Finish Last

Nice guys is a term in the popular culture and general public discourse describing a male, young or adult, with friendly yet unassertive personality traits in the context of a relationship with a woman. Nice guy is said to be who puts their interest aside and out others first, avoids confrontation, does favors, gives emotional support, tried to stay out of trouble and generally be nice towards women. Although many people would agree with the generalization of â€Å"nice guys always finish last† I would disagree and side with nice guys because bad guys may get the girls and sleep around but in the end of the day they end up with the nice guy. There is a discrepancy between preference and the actual action of women in choices in men. They say that they want â€Å"nice guys† but in reality, they go for â€Å"bad boys† or â€Å"jerks† in the end. Stephan Desrochers claims, in a 1995 article in the journal Sex Roles, that many â€Å"sensitive† men, based on personal experience, do not believe women actually want â€Å"nice guys†. Desrochers, 1995). And Urbaniak & Kilmann write that, â€Å"Although women often portray themselves as wanting to date kind, sensitive, and emotionally expressive men, the nice guy stereotype contends that, when actually presented with a choice between such a ‘nice guy' and an unkind, insensitive, emotionally-c losed, ‘macho man' or ‘jerk,' they invariably reject the nice guy in favor of his ‘so-called' macho competitor. † (Urbaniak & Kilmann, 2003). They all both say that what they want and what they actually do is totally different. Women say they want â€Å"nice guys† but they want nice guys to be attractive, well built but those guys are either taken or jerks. Then they go for the jerks, who are attractive and challenge themselves to make them to become nice guys but that rarely happens. Nice guys do not always finish last. The difference is how one defines or take word â€Å"last† as. Bad boys or jerks do always get the girls because they know the game and most of them are attractive in different ways but when one looks at long-term, many can see that women tend to choose nice guys. Herold and Milhausen claim that â€Å"while ‘nice guys' may not be competitive in terms of numbers of sexual partners, they tend to be more successful with respect to longer-term, committed relationships. † (Herold & Milhausen, 1999). No women wants to be treated badly or be used and that what bad boys or jerks do. Thats is why they prefer nice guys and be will to go out on second date or go in a relationship with them. McDaniel constructed vignettes of dates with a stereotypical â€Å"nice guy† vs. a stereotypical â€Å"fun/sexy guy,† and attempted to make them both sound positive. Participants reported a greater likelihood of wanting a second date with the â€Å"nice guy† rather than with the â€Å"fun/sexy guy. † (McDaniel, 2005). People may think that nice guys finish last but for to them the â€Å"last† is the goal for the women. The women may take a detour but most of them reach the goal to the nice guy. It is like the story of the rabbit and the tortoise, the rabbit is the jerk and tortoise the nice guy. My best friend is a bad boy who gets all the girls he wants and I was always the nice guy. He always told me to be like him but I could not and never be someone who I am not and comfortable with. I always thought that generalization was true until recently but not anymore. It took me three years but I am finally in a relationship and I am happy. From past to present, the women's preference has not changed and that means something. Women do and always will desire nice guys because they care and think about them. Thats is what women is looking for at the end of the day. Nice guys does not finish, they finish first.

Research has confirmed relationships between the foods humans ingest and affects upon their health. With an acceptance rate of 57%, the University at Buffalo is moderately selective. What does it take to get in? The largest campus in the SUNY system, the University at Buffalo is comprised of eight schools, including the only schools of architecture and law among SUNY universities. While it is particularly well-known for its School of Pharmacy and Pharmaceutical Sciences and School of Engineering and Applied Sciences, UB students can take advantage of a wide range of stellar academic programs. UB also boasts notable alumni including Wolf Blitzer, Terry Gross, and Jeremy Jacobs. Applicants may apply to UB using the Common Application, Coalition Application, or the SUNY Application. If you use the SUNY Application, you must also complete a supplement . If you plan to apply using the Common Application, be aware that two SUNY Buffalo institutions are listed. You should select â€Å"University at Buffalo (SUNY).† On the SUNY Application, UB is listed as â€Å"Buffalo, University at.† Along with your application, you will submit your SAT or ACT scores. UB does not require but does recommend submitting the writing or essay portions of the SAT or ACT. In order to increase your chances of admission, advises submitting this section of your choice exam. You will also need to submit your high school transcript and a letter of recommendation from a teacher or counselor. Applicants may apply by the nonbinding Early Action (EA) deadline of November 15 or by the Regular Decision deadline of February 1. While prospective students should aim to apply by one of these deadlines, UB notes that students may continue to apply for consideration until the university reaches full capacity for its freshman class. If you wish to be considered for scholarships, however, you must apply by December 15. Keep in mind that some scholarships require separate applications. UB is moderately selective, with an acceptance rate of 57%. Its EA acceptance rate is considerably higher at 83.6%. While many EA applicants apply to UB as their first choice and are therefore more likely to be strong candidates, applying early can give any competitive applicant an advantage, and considering that the plan is nonbinding, it is helpful to apply under this plan if you are able to meet the early deadline regardless of whether or not UB is your first choice. For the class of 2022, the middle 50% range for the combined critical reading and math sections on the SAT was 1190-1350 and 25-30 for the ACT. On a scale of 100, the middle 50% range for high school GPA was 91-96. To be a competitive applicant, you should aim to have scores and a GPA closer to the upper end of this range. UB performs a holistic review of applicants, evaluating your academic record as well as other factors such as your personal essay, recommendations, activities and special talents, leadership, life circumstances, and more. While UB does not require any specific coursework as prerequisites for admission, the university does suggest that prospective students complete the following by their high school graduation: Students who have not completed this coursework may still be admitted but will likely need to take additional courses after matriculating. Learning about these programs and demonstrating your strengths in other ways can mean the difference between acceptance and rejection. Because UB thrives on its diversity and celebrates student from all backgrounds, it also offers guidance to international applicants. Additional special programs include the Honors College . Among seminars and other courses, Honors students will complete a course on teamwork and service learning. Keep in mind that is is much more selective than general university admissions, with a class size of 350 students. Successful applicants are generally within the top 10% of incoming freshman and have demonstrated civic engagement, intellectual curiosity, resilience, and other qualities. Being denied admission to any college, particularly one of your top choices, is disappointing. Still, it’s important to take a step back and regroup. If you get rejected from UB, here’s what you can do: Take a gap year or transfer in. If you had your heart set on UB but received bad news, one option is to take a gap year and reapply next admissions cycle. If you do decide to go this route, make sure you have a productive plan for the upcoming year. You might undertake a research project, volunteer, study to improve your SAT scores, or take classes at a local college. Do know, however, that this path is risky, as taking a gap year won’t ensure your acceptance the second time around. You could also begin your studies at another institution with the hopes of transferring. Approximately 2,300 students transfer to UB annually. Note that there are certain minimum admission criteria for transfer students and some programs have additional transfer admission requirements; for example, Biochemistry requires a departmental application and a GPA of 3.0 in prerequisite courses, along with a 2.0 GPA overall. Keep it in perspective. Even if UB was your top choice, chances are, you’ll find a way to make the best of your experience at another college. College really is what you make of it, and if you put effort into adjusting to another school by joining clubs, working hard in your classes, and cultivating a healthy social life, you’ll likely find that you can make a fulfilling college experience for yourself, even if you end up at your second or third choice college.
